Plumbing Permits

What is considered plumbing work?

A plumbing permit is required for any installation, alterations, repair or addition of any plumbing system. This includes installation or replacement of a fixture, water heater, water softener, backflow preventer for lawn irrigation system, and any other activity as required by the building official or plumbing inspector.

Reverse Osmosis Systems do not require a plumbing permit, unless there are alterations to the plumbing system as a whole.

Who can apply for a plumbing permit and perform the work?

For commercial properties, contractors licensed by the State of Minnesota are the only authorized party able to apply for permits and perform plumbing work. 

For residential properties, contractors licensed by the State of Minnesota are the only authorized party able to apply for permits and perform plumbing work on new construction. If the project is a remodel, repair or addition - the homeowner can apply for the permit and perform the work only if they own and occupy the home as their primary residence. This means the property must be homesteaded and cannot be rented/leased and occupied by others.
